Dr. Robbie Melton
Vice President of Technology & Innovation |
Dr. Robbie Melton is our Principal Investigator for HBCU C2. In addition, she serves as Acting Interim Vice President for Academic Affairs and Vice President for Technology & Innovation and is a tenured professor at Tennessee State University. Dr. Melton serves as a global researcher and international consultant for Emerging IOE (“The Internet of Everything”) Smart Mobile Technology of mobile devices, smart phone-tablets, wearables, smart gadgets and tools, and mixed reality of VR and AR. She formerly served as the Associate Vice Chancellor for Emerging Technologies for the Tennessee Board of Regents and the primary developer and chief administrator for the system-wide Regents Online Degree Programs. Her tributes include 2019 USDLA Hall of Fame, 2018, Distinguished Women of Legend, 2017 OLC Leadership, 2016, WCET Life Time Achievement, 2014 Top 30 Technologists, 2013 Apple Distinguished Educator, 2012 Top Fifty Technology Innovator; and 2012 WOW EdTechnology Awards. She was a featured speaker at the UNESCO Mobile Learning Symposium. She is known as an ‘Appologist’, for her extensive research of best practices with mobile devices (smartphone, tablets, wearables, and the creation of a Mobile App Resource Center). Currently serving as the UNICEF Teacher Education Technology Trainer for the Country of Malawi (Africa) in the use of mobile devices with limited internet and power.

Dr. Robin Blackman
Senior Program Executive Director |
Dr. Robin Blackman is our Senior Program Executive Director of HBCU C2 at Tennessee State University. She directs and implements a national teaching and learning initiative that promotes innovation, educational equity, and aims to address community challenges using app design and Apple’s Swift programming language. Dr. Blackman has 29 years of experience in information technology, instructional design, training, teaching (Information Systems and Education), and higher education administration. Previously, Dr. Blackman provided strategic leadership, for all aspects of information technology, supported faculty, students, and staff in the development, delivery, and utilization of instruction and instructional content to classrooms, educational outreach sites and online courses, and coordinated and supported the technology needs of faculty (over 400), staff, and students in a statewide online degree program through e-Learning academies, workshops, and hardware/software training. Dr. Blackman finds the greatest joy in spending time with family and friends.

Mr. Tevin Noel
Senior IT Manager |
Mr. Tevin Noel is our Senior IT Manager for HBCU C2 and Ellucian. He is responsible for overseeing the technology for all C2 partners and providing technology vision and leadership in developing and implementing the organization-wide C2 IT infrastructure. Tevin is a dedicated higher education professional with over 12 years of experience in information technology, student affairs, and enrollment management. He has a broad knowledge of enterprise applications, business applications, business process improvement, housing management systems, student staff selection & training, advising student organizations, student registration, financial aid, crisis management, student conduct, facilities & budget management, and payroll. He is a big advocate for HBCUs and lives by the quote, “By three methods we may learn wisdom: First, by reflection, which is the noblest; Second, by imitation, which is the easiest; and third by experience, which is the bitterest.” Tevin loves to travel, cook, watch Marvel movies, play tennis, and find hidden brunch spots in his free time. His lifelong goal is to retire early and to inspire and help others achieve their goals.

Dr. Denise Malloy
Executive Director for Training

Dr. Denise S. Malloy is our Executive Director of Training for HBCU C2. She is an Apple-certified iOS trainer with 25+ years of collegiate teaching and professional development trainer experience. Dr. Malloy's training experience began 18 years ago at the University of Memphis and Southwest Tennessee Community College while teaching sociology courses. Dr. Malloy has received many hours of professional development training and is vested in testing mobile and innovative technologies worldwide.

Mrs. Regina Hill
Administrative Assistant

Mrs. Regina Hill is our Administrative Assistant for HBCU C2. She joined the team in 2022. With a background in various administrative roles at Tennessee State University over a 10-year period, Regina has a passion for serving others and has been actively involved in the Staff Senate and NACE, while also mentoring student workers. Her personal interests include traveling, spending time with her family, event planning, design, singing in the choir, and cooking. Regina draws inspiration from her favorite scripture Isaiah, ”Golden Rule, precept in the Gospel of Isaiah (41:10): “Fear thou not; for I am with thee: be not dismayed; for I am thy God: I will strengthen thee; yea, I will help thee; yea, I will uphold thee with the right hand of my righteousness.” and strives to be the best version of herself.

Mr. Marc Aupont
Lead iOS Developer

Mr. Marc Aupont is our Lead iOS Developer for HBCU C2. Marc is a first-generation Haitian-American and father of 3 amazing kids. After 12 years of working in Fin-tech, he transitioned into mobile software development when Swift was announced in 2015. His passion for technology led him to move from Orlando, FL to NYC in 2017 where he started multiple meetups teaching programming. Marc has been a champion for inclusion and diversity within developer communities for many years. Marc has worked to create opportunities for technical growth in the Swift community by organizing meetups for beginners, sharing his own experience and expertise through mentorship programs, working collaboratively with HBCU students on app development, and more. His hobbies include: working on side projects involving electronics and hardware, serving as a music director at his local church, as well as weekend road trips to random destinations with his family.

Dr. Nicole Arrighi
C2 Professional Learning Coach/Curriculum Specialist

Dr. Nicole Kendall Arrighi is our C2 Professional Learning Coach/Curriculum Specialist & Faculty for HBCU C2. In addition, she serves as Assistant Dean of Teacher Education at Tennessee State University. Dr. Arrighi has additional appointments as the Faculty Athletic Representative and NCAA Division 1 Council member for the Ohio Valley Conference (OVC), HBCU C2 Curriculum specialist for the National Center of Smart Technology, ACUE Facilitator, adjunct professor for Trevecca Nazarene University, and online instructor for the Tennessee Board of Regents – TNeCampus (including 8 years as a faculty mentor).

Mr. Luis Perez
Global Systems Administrator
|
Mr. Luis Perez is our Global Systems Administrator for HBCU C2. He joined the team in 2022. He has 20+ years of experience working as an information technology consultant. In the late 1990s, as part of the curriculum at his local high school, he learned how to use Apple computer hardware and Adobe software. Mr. Perez is currently a Jamf Certified Expert and has received ITIL v3 Foundation certification. In addition, he has received extensive training in using different Mobile Device Management (MDM) solutions to manage Apple iOS, iPadOS, macOS, and tvOS devices. He has a strong admiration for all things Apple.

Dr. Carlos Beane
Faculty |
Dr. Carlos Beane is our Faculty for HBCU C2. In addition, he is an Assistant Professor in the Department of Applied and Industrial Technologies at Tennessee State University. He holds a Ph.D. degree in Computer and Information Systems Engineering. He has been teaching computer programming for more than 20 years. His area of research includes Networked Control Systems, Mechatronics, Cyber Physical System, Digital Twin Technologies, and the Internet of Things (IoT).
